Focus and Scope

Peer-reviewed open access scientific edition that publishes new scientific results in the field of system analysis and management of complex systems, based on the application of modern mathematical methods and advanced information technology. Edition publishes works related to artificial intelligence, big data analysis, modern methods of high-performance computing in distributed decision support systems. For scientists, teachers of higher education, post-graduate students, students and specialists in the field of systems analysis, management and computer technology.

Review Process

All submitted manuscripts undergo the internal selection by the editorial board members in accordance with the directions of their research work.

The review (double-blind) of materials submitted for publication is carried out by two (three in case of contradictory reviews) external scientists (that are not editorial board members) who have a scientific degree and conduct research in a specialty that corresponds to the subject of a manuscript submitted for publication, and are authors (co-authors) with a total number of at least three publications in scientific journals included in the category "A" and/or category "B" of the List of scientific professional editions of Ukraine, and/or foreign editions indexed in Web of Science Core Collection and/or Scopus databases in the corresponding specialty, published over the past five years.

The total duration of consideration of the materials submitted for the publication may be up to 4 weeks. However, the total time from the submission of materials to the publication can be up to 6 weeks (including up to 4 weeks for consideration of materials and up to 2 weeks for their preparation for the publication).

When selecting the materials submitted for the publication, their relevance, originality, scientific novelty and practical value of the study, quality of presentation of the work (style of material presentation, structure, grammar), and the completeness of the list of literature are considered. Conclusion on paper acceptance or rejection, including possible reviewer comments regarding paper revision, is formulated in the prepared review.

In the presence of remarks, articles may be returned to the authors for revision or rejected.

The editorial board does not allow the publication of articles that contain evidences of plagiarism, self-plagiarism, and/or other violations of academic integrity (falsification of research results, submission of previously published materials, etc.). The Unicheck system is used to check the submitted materials.

This Journal is practicing a policy of immediate open access to published content, supporting the principles of free distribution of scientific information and global exchange of knowledge for the general social progress.

The archive of articles is available at the website of NTU "KhPI" repository and National Library of Ukraine after the name of V. I. Vernadsky.

Journal History

The history of the series begins in 1977. In this year the Bulletin of Kharkiv Polytechnic Institute "Applied Mechanics and Control Processes" was created at the Department of Automated Control Systems that was a part of the Engineering Physical Faculty. Bulletin was focused on the issues related to the design of complex technical and economical systems, application of economical and mathematical methods in planning and control, synthesis of automatic control systems, and other problems based on the computer science. In the end of 1977 the first issue was prepared. In the beginning of 1979 the first issue of the Bulletin was published. Therefore, this Journal is considered as founded in 1979.

Since then information technologies are progressing, as well as the Faculty and its Departments. In 1982 the new Department of Technical Cybernetics (now it's the Department of System Analysis and Information-Analytical Technologies) was founded. Since then the Bulletin is actually running at this department. The Bulletin got the new title "Technical Cybernetics and its Applications" as well. Now it’s publishing as the Bulletin of National Technical University "KhPI". Series: System Analysis, Control and Information Technologies. Responsible editor of the Journal is Mykhailo Godlevskyi, D. Sc., Professor, Head of the Department of Software Engineering and Management Information Technologies. Since 1977, responsible secretary is Mykola Bezmenov, PhD, Professor, Professor of the Department of System Analysis and Information-Analytical Technologies. Editorial board includes lead scientists from National Technical University "KhPI" and other organizations. Among them are deputy responsible editor, Оleksandr Kutsenko, D. Sc., Professor, Head of the Department of System Analysis and Information-Analytical Technologies, Head of the Special Council in Information Technologies and Automated Control; Leonid Lyubchyk, D. Sc., Professor, Head of the Department of Computer Mathematics and Mathematical Modeling, Laureate of the State Award in Science and Technology, and others.
